Greetings from Business Manager Jeffrey J. Loughlin

Welcome to the new and improved website of the International Union of Operating Engineers Local 137.

We represent and support the Operating Engineers in the counties of Westchester, Putnam and parts of Dutchess. The Operating Engineers operate and maintain heavy equipment such as cranes, loaders, backhoes, excavators, forklifts and bulldozers which help build the roads, bridges, tunnels, buildings and infrastructure that keep our great nation moving ahead.

Our new administration has made great strides since taking office in September 2013 and we pride ourselves on being dedicated to deliver professional representation to our membership. Each day, we are forging new relationships with employers and our objective is to deliver quality, efficiency and professionalism to our current signatory contractors which increases the opportunity to grow our membership.

In addition, we intend for this website to be useful to our membership, contractors looking for our service and those wishing to learn more about our organization.

Please review each tab to learn more about Local 137 and if you have any questions, please contact our new web manager at

Thank you,

Jeffrey J. Loughlin
Business Manager

10:00 am – 4:00 pm

Blooming Grove Fire Department

819 Route 208 Duelke Ave, Monroe, NY

To schedule to donate contact Dorreen Winkler at: 845-238-3398

Please come out to give blood in honor of our beloved and devoted husband, father, brother and loyal friend Scott S. Winkler. Scott was a lifetime resident of Sloatsburg and then Monroe NY.

Scott passed away after a tragic accident on the job on December 10, 2013. He was a proud and valued member of Operating Engineers Local 137 for 30 years. Scott was a humble and good hearted man that was known to do anything for anyone in need. His genius mind and skillful hands were a benefit to many who crossed his path. During the 8 days before his passing, Scott received over 150 units of blood and plasma. This was done in a heroic effort by the amazing staff of the Trauma ICU Unit at Westchester Medical Center, in effort to save his precious life.

Please help us to honor Scott by helping others whose life will be saved by giving blood.

You may once again submit your work cards online. We are very sorry for any inconvenience.
